He stands and watches as events pass him by.
He stands and looks at the crowd with a sigh.
He looks at an infant grow into a boy.
He smile as he sees him play with his toy.
He watches the boy grow into a man.
He watches the man learn about him as much as he can.
He watches as the man works to defy him.
He watches as the man trys to fullfill his whim.
He watches as the man grows old and dies.
Mere movements for him as he stands with everopen eyes.
He stands untouched, unchallenged.
From the begining till the end.

Yes HE watches constantly as you well say, but N O T Untouched. but very much touched - .
nay so touched that He even sent His son to be most grieveously touched.
